Dr Marie Doole is a New Zealand based regulatory professional, and the Director of Mātaki Environmental, a boutique advisory practice focused on research, strategy, and regulation. Marie combines a strong operational background in regulation with academic and evaluative skillsets, which she applies to wicked problems in the context of environmental law. Marie is an accomplished writer, speaker, and researcher, with a strong interest in the underlying power structures that determine the effectiveness or otherwise of regulatory system.

Workshop Overview

Regulatory capture describes where the excessive influence of vested interests generates a pattern of decision making in a regulator that undermines the public interest for the benefit of those seeking to capture the regulator. Workshop participants will learn the fundamental distinguishing features of regulatory capture. They will learn how to diagnose it occurring within an agency (and from outside). Participants will also dive into the nuanced aspects of capture, what it looks like, case studies from around the world before workshopping mitigation and management options. The workshop will draw on the latest academic and practical insights into capture and related issues of regulatory integrity, with a sharp focus on action-oriented approaches to moderating influence.
